The Community Awareness Emergency Response group, known as CAER, is designed to keep the community informed should an emergency occur at an area industry site.

It was formed in the mid 1980ís when local industrial facility managers began working with local governing agencies on a method to provide updated and coordinated emergency notification information to the public.


If an industry has an emergency situation that has the potential to affect an area outside of the facility, it will recommend the sirens be activated through the Office of Emergency Preparedness, or OEP. The OEP is the central agency for alert activation.

Shelter in Place

When the alerts are sounded, it is advised that local residents begin to shelter-in-place. The steps are:

  • Go inside.
  • Shut all doors and windows.
  • Turn off ventilation systems.
  • Check local television, radio and official agency social media sites.
