- The ConocoPhillips Lake Charles Refinery is located in Westlake , Louisiana . Other facilities in the area include a Products Terminal, Transport Terminal, Lake Charles Coke Handling Terminal, Excel Paralubes, Lake Charles Pipe Line Company, Clifton Ridge Marine Terminal, Pecan Grove Marine Terminal and retail outlets.
- The refinery has a crude capacity of 250,000 barrels per-day and process both heavy and sweet sour crude, high sulfur and low-sulfur crude oil.
- Products (s) or Service (s): The refinery produces a wide array of petroleum products including gasoline, diesel, jet fuel, propane, and petroleum coke.
Brief History of Facility
Construction of the Lake Charles Refinery (Continental Oil Company) was completed in 1941 at a cost of $4.5 million dollars. The refinery was originally designed to process 7,500 barrels of crude oil per-day to supply high-octane aviation fuel to WWII war planes.
Now ConocoPhillips, the Lake Charles refinery products can be delivered by truck, rail, or major common carrier products pipelines (partially owned by ConocoPhilllips) which serve the Eastern and Mid-Continent United States.
In 1996, construction was completed on the $750 million dollar Excel Paralubes Hydrocracker, a joint venture between ConocoPhillips and Flint Hills Resources. Excel Paralubes produced 21 million barrels of lubes base oil in 2005.
Most recently ConocoPhillips completed work on a $300 million dollar project to meet clean fuels regulations.

Safety Procedures for News Media Responding During Emergencies
ConocoPhillips Complex - Refinery:
- Reporters and camera crews covering an emergency should go to ConocoPhillips' Human Resource building, across from the refinery’s main gate. Outside phone lines for the media will be made available. One or two of the adjacent offices will be made available for media working space and the use of telephones. Copying and fax machines are in this area and available for use. Only working media, refinery leadership and select public officials will be allowed in the media center. Access to the media center will be through the side door of the Human Resources building.
- For other ConocoPhillips sites, including the docks and other facilities, an area will be designated at the site or in close proximity, if safety is a concern.
Photographic opportunities will be arranged for the media.

Public Awareness Notification in the Event of an Incident
CAER, Media, and calls to near-neighbors and Community Advisory Panel members. Appropriate local, state and national regulatory agencies are notified when appropriate.
Major Waste Minimization Efforts
The following are some of the refinery's waste minimization projects
- Centrifuge system (three phase oil, water, and solids separation) used to reduce slop oil volumes, return oil to process and generate solids that can be used processed onsite.
- Project being developed to remove coke fines from sewer system which will eliminate a waste source.
- Coker injection project developed to inject solids from three phase centrifuge and other sludges generated onsite. This will minimize hazardous waste (RCRA solid waste exemption) and reduces the amount and cost of hazardous waste shipped for disposal.
- Flare gas recovery and scrubbers installed to reduce the volume of gas flared and reduce the amount of H2S emitted.
- Projects being developed to reduce the amount of water used and increase the amount of water reused.
Community Outreach Activities
ConocoPhillips and its employees are active in numerous community programs including, but not limited to, Partners in Education (Westlake and Lake Charles Boston H.S.), United Way , McNeese University Banners, Bowl for Kids Sake, Trash Bash, and Chem Expo, and Community Awareness and Emergency Response (CAER).
